故宮南院。 本報省錢大作戰折扣情報資料照片 分享 facebook 故宮南院日前遭鴻海董事長郭台銘批評是蚊子館，再度讓外界關注長期以來南院參觀人數不斷下滑的問題。事實上，南院從2003年倡議興建以來，就不斷有各種爭議出現，如定位不清、開幕時間不斷延宕、北院文物傳出要轉移到南院等。參展人數下滑，只是其中一個比較最便宜首選嚴重的現象。從選址就起爭議2003年時，前行政院長游錫堃選定嘉義太保，作為將興建的故宮南院地址。然而因為太保地處偏僻，加上適逢總統選舉前夕，因此被當時國民黨立委洪秀柱懷疑南院選址是為鞏固嘉義地區的綠營選票，有政治考量。. } }); } 南院定位也是一變再變，行政院2004年定位南院為「亞洲藝術文化博物館」，之後又不斷修正為「故宮國寶文物修復展示館」、「故宮台灣化」等，招致外界批評。甫開幕就被潑漆南院自2003年動工後，原預計2008年開館，後因預算遭立院凍結，開館時間延至2010年。之後又不斷延宕到2015年年底才啟用試營運。原本南院設有一鼎器造型倒數計時器，也因延宕，導致最後計時器上的數字變成了「距離開館還有負1044天」。在故宮南院開幕時，影星成龍曾捐贈一組圓明園12獸首的複製品，陳列在大門。但由於成龍親中立場明顯，又曾發言批評台灣政治，導致獸首在開幕3天後就遭民網路購物熱賣商品眾潑漆。蔡政府上任後便將獸首拆除並收回庫房。參展人數年年掉南院的參展人數也是一直被詬病的問題。在南院開幕的第1年，參觀人數達147萬人，但隔年卻立刻滑落至97萬。後來故宮統計年報更指出，2018年參觀人次只有76萬，幾乎是2016年開幕時的一半。故宮院長吳密察於今年3月赴立法院備詢時也指出，南院因為地點問題，導致民眾參觀興趣缺缺。2018年年底，故宮北院傳出2020年起要閉館3年，並將部分國寶南遷至故宮南院置放並展覽，遭外界批評政府是想藉文物南遷鞏固南部選票。加上後來故宮疑似未按程序將《祭姪文稿》出借給日本展出，更引發外界批評，當時的故宮院長陳其南因此遭到撤換，改由吳密察接任。然而有立委質疑，吳密察2015年時也主張將故宮北院的器物類收藏全轉到南院，認為可帶動南院參觀人數。吳密察回應表示，他當時非故宮人員，不知故宮文物對出院有嚴密規範，現在是打算改將國寶輪流南下展出。不過能帶動多少南院參觀人數，還不確定。致命傷在展覽面積南院在選區內的民進黨立委蔡易餘接受採訪時表示，南院的最大致命傷，在於其可供舉辦展覽的面積過小。南院最早在規劃時的樓地板有6萬平方公尺，結果在馬政府時期被縮水到4萬平方公尺，後來又因建物規劃設計，導致可展覽的面積只有約3000平方公尺。「在展覽面積受限的情況下，能展出的物品數量也大大減少，民眾看得不過癮，自然就不會再來南院了。」蔡易餘表示。為了解決這個困境，行政院於2017年通過了「新故宮」計畫，計畫在南院隔壁建起一座文物修復館，不只要把文物的修復及保存過程也作為展覽的一環，也增加了南院的展覽空間。【更多精采內容，詳見】 【相關閱讀】‧ 高鐵專題／本周限時購買折扣通車人數最低、發展如浮雲 高鐵嘉義站還在等大計畫‧ 高鐵南延有必要？ 看台灣高鐵如何帶動空間革命
創校百年校址換三次 高雄這所小學有鑽石級校舍
民權國小第三處校址，台達電援建的綠建築校舍矗立在操場旁。記者徐白櫻／攝影 分享 facebook 八八風災後，高雄市那瑪夏民權平台發展出新聚落，新建物中，民權國小是極具代表性的一棟，它不僅是台達電資助重建的鑽石級綠建築，學校遷校足跡也見證部落變遷史，總共換過三處校址。校方說，災後10年，台達電人員仍年年上山維修設備，關懷未中斷。高雄縣市合併後，原市區與縣區各有一所民權國小，其中位於那瑪夏區的民權國小發展沿革與眾不同。民權國小校史記載，日治時期明治37年，日人在那瑪夏瑪雅部落成立「蚊子只番童教育所」，民國12年更名高雄州瑪雅圳教育所。台灣光復後，因瑪雅部落被國民政府更名為民權村，介紹禮物所以學校「正名」民權國小，民國57年因部落遷徙而遷校下山，第二處校舍毀於八八風災。. } }); } 八八災後，教育部與台達電子文教基金會簽訂重建意向書，新建校舍（第三處）選擇落腳民權平台。民權國小指出，新校舍101年落成啟用，因兼具地方特色、防災避難與綠能環保功能，獲選鑽石級綠建築，校內6座太陽能發電板運作正常。民權國小校長吳國正指出，台達電人員定期上山維護發電設備，每年聖誕節前夕會來探望小朋友，還有企業志工不時上山舉辦能源教育，災後持續關懷民權國小，這份心意令師生感動。民權國小創校115年，校址換三次，次數比多數學校多。那瑪夏區公所指出，民權國小日治時期的校舍早已消失，舊校址居高臨下，目前改建森林公園，設有觀景平台可眺望那瑪夏美麗山景。民權國小在日治時期的第一處校址，廣場涼亭下豎立紀載校史的紀念碑文。記者徐白櫻／攝影 分享 facebook 民權國小舊校址居高臨下，下方民權平台是災後重建的新聚落，可以看見八八風災後重建的新校舍。記者徐白櫻／攝影 分享 facebook
